I have experienced the same thing in China's public baths, and the men there are totally comfortable with peeing standing up, totally naked, onto either the floor, or into the drainage ditch.

Cause China have no civil rights. My friend say that if you can't even use the public toilet in private, you might wonder what else you can't do. Oh no need, they can't do alot of stuff..

Unless some very obvious cruiser is standing around the urinals (probably in the center, haha) I think it is bizarre to take the cubicle toilet. Seems very prudish to me.

but the amount of guys only frequenting cubicles seems higher in Singapore compared to surrounding SEA countries...

In most countries around here guys just go to the urinals and pee without much thought or hesitation. And plenty of those toilets in the other countries don't have separations...
