I've been to this sauna before in the 2000's. Can't remember the name but it was located somewhere in the middle of Kowloon. They had a sign at the counter about the 18 cm free entry. I guess you'd just have to whip out your dick and let the counter guy measure you. I was tempted to try and measured myself beforehand but it was just a bit short of 18 cm lol. 

It was a fun sauna with varied crowd. Had a good time playing with a mature uncle, 3 some with a couple (took turns pumping the bottom doggy style) etc. 

Went back in HK a few years later and it was already closed down or moved to another location (my memory is vague).

Besides HK, Taiwan's the now defunct Aniki sauna, used to give special  free (Aniki Wow 大鵰卡) Big Bird card for those with 18cm. They will measure you to ensure that you meet the requirement and issue you the card.

I remember the existence of this sauna in Hong Kong.  Like you, I do not remember the name.  I do not remember going to that place, and even if I did, I would not qualify for free entry.

I visited Hong Kong three times, and I have been in like 10 gay saunas there and in Kowloon, some quite good ones!  Although I never encountered this "promotion".

 

I used to have a Spartacus guide from around 2005, before I threw it away as soon as it became easier to get information online.

There are longer dicks that have a bigger girth also. The type of long and thin is prevalent for certain ethnics and regions (my experience), not for all but you meet more of that type.
