SINGAPORE — A 20-year-old man has been handed seven charges, including taking two photographs of a male student showering in a residential hall at Nanyang Technological University (NTU) and making obscene films.

 

Lau Jun Wei, whose occupation was not made known, returned to a district court on Wednesday (Nov 20) for a further mention of the case.

 

Lau was charged last month with three counts of criminal trespass and one count of causing distress to the student.

 

He is also facing three charges under the Films Act, for making obscene films at Jurong Point shopping mall.

 

NTU INCIDENT

The Singaporean, who is neither a student nor an employee of the university, is accused of trespassing into an NTU hostel on three separate days this year:

 

Feb 24, at about 5.20pm

April 16, at about 7.15pm

April 21, at about 12.30pm

 

Court documents showed that Lau allegedly took the photos on April 21. The alleged victim cannot be named due to a court order to protect his identity.

 

TODAY previously reported that several students helped to detain Lau that day at Hall of Residence 3.

 

An NTU spokesperson said then that closed-circuit television cameras cover most of the common areas in residential halls. Campus security guards also regularly patrol the halls and are stationed at every hall from 9pm to 9am.

 

If convicted of causing distress to the student under the Protection from Harassment Act, Lau could be jailed up to six months, fined up to S$5,000, or both.

 

Criminal trespass carries a maximum punishment of three months’ jail and a fine of S$1,500.

 

 

OBSCENE FILMS

Separately, Lau is accused of using his mobile phone to film a man masturbating another man in a toilet at Jurong Point on July 14 last year, at about 9pm.

 

He is also accused of making two films of himself masturbating a man in a toilet at the same mall on April 3.

 

First-time offenders convicted of making an obscene film under the Films Act could be jailed up to two years, fined up to S$40,000 or both. Repeat offenders could be jailed up to two years, fined up to S$100,000 or both.

 

Lau remains out on bail of S$5,000 and will return to court on Dec 11.

Singapore is a very peaceful country as compared to other countries.  If you dont believe , you try to miss the local news for a week and you can still follow it just like Soap Opera.  

Example : a tree fell on Scott Road , it is all over the news.  My bf was LOL and cited this incident is on your PRIME TIME NEWS 9pm channel 5 ?

SINGAPORE - A primary school vice-principal, who started performing sexual acts on a male pupil when the boy was just 14 years old, was sentenced on Wednesday (Oct 16) to 10 years' jail.

In sentencing him, District Judge Chay Yuen Fatt noted that the case involved "serious sexual offences" and that the offender had shown "gross abuse of authority".

Judge Chay convicted the man, now 57, in August after a trial.

 

He had found the offender guilty of three counts of sexually exploiting a minor and five counts of carnal intercourse.

The man, who has been suspended from duty, cannot be named due to a gag order to protect the victim's identity.

 

The boy and his mother had arrived here from China in 1999 when he was about nine years old. The victim is now 30 years old and a Singaporean.

 

In his submissions, Deputy Public Prosecutor James Chew had earlier said the victim was a Primary 5 pupil in 2003 when he reported to the man every morning as he was the school's vice-head prefect.

 

They were in their school gym some time that year when the man sexually stimulated the boy.

DPP Chew had said: "(The boy) did not know how to react, and had doubts about the nature of what the accused did, as the accused was a very respected figure."

 

The boy became the head prefect the following year and accepted the vice-principal's offer for one-to-one English tuition at the man's Woodlands flat. The man would then sexually stimulate the teenager after lessons.

 

During the trial in March last year, the victim testified that his mother was repatriated around 2002 for working illegally in Singapore and he had to live with a relative here.

 

When the relative could no longer be his guardian after the Primary School Leaving Examination in 2004, he moved in with the vice-principal, who became his guardian.

 

The man continued to commit sexual acts on the victim until 2006 and the activities progressed to involve oral sex.

DPP Chew had said the victim started becoming more resistant to the man's advances in 2007.

 

However, he would still give in due to pressure from the man.

In 2013, they went on a trip to Scandinavia together, where the victim met a woman whom he later married.

 

He moved into her home in Singapore later that year, added DPP Chew.

In 2015, the victim happened to meet the vice-principal's niece and told her about his ordeal. She encouraged him to lodge a police report.

 

The victim finally alerted the police in November that year.

 

On Wednesday, DPP Chew urged Judge Chay to sentence the man to at least 10 years jail, adding: "The accused's grievous and appalling breach of trust as a vice-principal of a primary school and legal guardian to sexually exploit the young victim, together with the long duration of the sexual abuse, necessitates a strong sentence of sufficient deterrent and retributive force."

 

Defence lawyer T. M. Sinnadurai asked the judge to consider a lenient sentence that is not "crushing".

The man, who intends to appeal against his conviction and sentence, is now out on bail of $30,000.

 

In an earlier statement, the Ministry of Education (MOE) said the man has been suspended from duty since Dec 2015 and is not deployed at any school.

Its spokesman added: "MOE takes a serious view of staff misconduct and will not hesitate to take disciplinary action against those who fail to adhere to our standards of conduct and discipline, including dismissal from service.

 

"All educators are expected to conduct themselves in a manner which upholds the integrity of the profession and the trust placed in them."

For each carnal intercourse charge, the man could have either been jailed for life or jailed for up to 10 years and fined.

Gay father fails to get custody order

A gay father here failed to get a court custody order for his six-year-old biological child born by a surrogate mother in India, which he had sought hoping to ease the approval of a student pass application for the boy.

The court, while acknowledging that the British man and his Singaporean partner loved their child, made clear that family law should not be used to solve immigration problems with the Immigration and Checkpoints Authority (ICA).

"This application ought not to have been taken out in the first place," said District Judge Yarni Loi last month, adding that there is no evidence the custody order would increase the child's chances of obtaining a student pass.

The father of the child has been in a relationship with his Singaporean partner since 2003 and registered their civil partnership in Scotland in July 2011. Both work in the creative industry in Singapore.

The couple had applied for permanent residency, a long-term visit pass and a student pass for the child, but were unsuccessful despite appeals.

 

The boy, who has been brought up in Singapore with the couple since 2013, has British citizenship.

 

As he is on a short-term visit pass, he has to leave and re-enter Singapore every three months.

REJECTED

He is enrolled to enter an international school next year when he turns seven, but the latest application for a student pass initiated by the school was rejected by ICA in October.

The father, through lawyers Ivan Cheong and Shaun Ho, applied for a custody order as he believed this would help him secure a student pass for the child.

District Judge Loi said the court's powers to grant custody orders should be exercised judiciously and in cases where there is a genuine need to ensure the welfare of the child.

"No such genuine need arises in this case," she said.

The father was not genuinely seeking an order for sole custody, care and control of the child, said District Judge Loi, as he already has actual custody and care and control.

The judge noted that the boy lives in a spacious and secure home and has a supportive social and family ecosystem.

The Briton and his partner had inked a surrogacy deal in India for about US$17,000 (S$23,000), which saw the surrogate receiving 200,000 rupees (S$3,800).

 

Surrogacy is not permitted in Singapore, but the law recognises the gestational mother as the child's legal parent - which in this case could be presumed to be the surrogate. The father had claimed that a custody order was needed to take over the surrogate's parental rights.

District Judge Loi, however, clarified that a custody order is not a means of transferring "parental rights" from surrogate to father.

"Crucially, whether or not ICA grants a student pass is a matter within the jurisdiction of the ICA and not the courts," she added.

As he is on a short-term visit pass, he has to leave and re-enter Singapore every three months.

SINGAPORE: An air steward with Scoot Airlines who took multiple videos and photos of more than 10 men in public toilets was sentenced to 12 weeks' jail and fined S$3,000 on Monday (Dec 16).

Alton Keh Guan Qing, 27, took the clips of men in the toilets over two months, at places like Chinatown Point and City Square mall.

One video taken at an unknown location also showed two men engaged in sexual activity, court documents show.

Keh pleaded guilty to 14 charges, mostly for making obscene films, with another 28 charges taken into consideration.

Keh, who was working as cabin crew for the budget airline at the time, was caught on May 5 last year.

A 35-year-old victim had gone to the toilet in the basement at Chinatown Point mall as he had a stomach ache, said Assistant Public Prosecutor Lydia Goh. 


After relieving himself, the man heard a noise and looked up to see a camera lens of a mobile phone aimed in his direction.

The victim exited his cubicle, went to the next one and grabbed the phone from Keh.

He looked in the photo gallery but could not find any videos of himself, but found videos and photos of other men using the toilet.

He called the police, who arrested Keh and took him to a station for investigations.

Keh admitted to the investigating officer that he had gone to the toilet before the victim and taken a photo of him defecating.

When he realised that he had been noticed, he deleted the photo.

OBSCENE CLIPS FOUND IN HIS PHONE

His phone was seized and sent for forensic examination. The obscene shots showed men in various private moments while using a toilet. 

Assistant Public Prosecutor Lydia Goh on Monday asked for 16 weeks' jail and a fine, pointing out the sheer number of charges in the case.

Keh, who has voyeurism disorder, asked the judge to be merciful in sentencing, saying he hoped for an opportunity to start afresh.

He wrote in his mitigation plea that he was genuinely remorseful and had no previous criminal records.

"Over the past year, I have regularly attended psychotherapy sessions at IMH and professional counselling sessions," he said. "These sessions have been very beneficial in getting to the root of my problems so that I will not commit the same mistakes again."

He added that his family was aware of the situation and were very supportive of him.

Scoot told CNA there were no reports of similar incidents during the term of Keh's employment.

For each charge of making an obscene film, he could have been jailed for up to two years, fined a maximum S$40,000, or both.

SINGAPORE - A male secondary school teacher in charge of a uniformed group co-curricular activity (CCA), who molested seven of its teenage members, was sentenced on Tuesday (Dec 17) to 26 months' jail and three strokes of the cane.

The man, who is now 39, has been suspended since Sept 14, 2017, and is no longer teaching in any school.

On Dec 5, he pleaded guilty to three molestation charges involving three boys.

Six similar charges involving four other teenagers were taken into consideration during sentencing.

The man committed the offences between 2015 and 2017. The teacher and the school cannot be named due to a gag order to protect the boys' identities.

 

He was with a 14-year-old boy after school hours some time in 2015 when he offered to drive the student home.

 

The boy accepted the offer and sat in the front seat of the teacher's car.

 

During the ride, the man asked him if he watched pornography. Shocked by the question, the boy replied that he did not.

 

When they arrived outside the teenager's home, the teacher suddenly slipped his hand into the boy's shorts and touched him inappropriately.

He also told the boy: "Play play only. Don't tell any teacher."

 

Deputy Public Prosecutor Joshua Lim had said that the boy felt scared when this happened and did not know how to react. He then got out of the car and went home.

 

The teacher struck again in 2016 when he molested a second 14-year-old boy in a gym.

 

This time round, he hugged his victim from behind and molested him.

 

The court heard that the man had earlier said: "What happens here, stays in here."

The boy later quit the CCA.

 

In 2017, the teacher molested a third boy, also aged 14, in their school.

DPP Lim said that the man laughed after committing the offence.

 

Court documents said the school principal alerted the police on Sept 8, 2017.

In an earlier statement, the Ministry of Education (MOE) said that following the court ruling, it will commence internal disciplinary action against the teacher.

Its spokesman added:

SINGAPORE - An 18-year-old Nanyang Polytechnic (NYP) student leader was sentenced on Thursday (Jan 2) to 15 months' probation for recording a video of a male schoolmate in a campus toilet.

Brandon Mandolang Yong Fu was also ordered to perform 100 hours of community service, and must remain indoors from 10pm to 6am every day.

His father had to sign a $5,000 bond to ensure his good behaviour.

Addressing the former scholarship recipient on Thursday, District Judge Seah Chi-Ling said: "I note that you are an exemplary student in school, with a close relationship with your family."

The judge also added: "You have displayed victim empathy and insight into the wrongdoing of your behaviour."

Mandolang had pleaded guilty in November last year to engaging in insulting behaviour with the intent to cause alarm.

 

 

The incident happened at around 11am on May 2 last year.

 

After entering a toilet cubicle, Mandolang viewed pornographic material on his mobile phone.

While he was there, the victim entered an adjacent cubicle.

Deputy Public Prosecutor Kenneth Chin had said: "The accused decided to record a video of the victim and held his mobile phone over the cubicle partition using the front-facing camera.

 

"The accused recorded the victim for one to two minutes."

The court heard that he retracted the mobile phone when the 18-year-old victim spotted it.

The victim then waited outside the toilet to confront the voyeur but left after 15 minutes as he was late for class. He made a police report at around 9.15pm that day.

Mandolang was exposed as the perpetrator after closed-circuit television footage showed him entering the toilet and then leaving after the victim.

In a statement of Thursday, an NYP spokesman said: "Following our disciplinary inquiry last year, he was suspended and his scholarship was rescinded.

"He was also removed from the executive committee position of his CCA ( co-curricular activity).

"NYP will continue to counsel him and also offer support to the other affected students."

Details of the CCA were not revealed in the statement.

For recording the video, Mandolang could have been jailed for up to six months and fined up to $5,000.

2 men charged with molesting another man in moving car

Two men have been accused of molesting a 30-year-old man in the same car.

 

Appearing in court yesterday, Goh Suet Hong and Neo Wei Ming, both 38, were each slapped with one charge of using criminal force to outrage the modesty of the man, who cannot be named due to a gag order protecting his identity.

 

According to charge sheets, Goh allegedly kissed the man on his left cheek and the left side of his lips, and touched the man's private parts over his pants.

 

This is said to have occurred sometime after 1.10am on Nov 12, 2018, while in a cartravelling along a street in Hougang.

 

Neo is accused of licking the man's left ear and cheek, and touching his nipples and private parts under his clothes.

 

This is also alleged to have happened after 1.10am on the day of Goh's offence, in a car with the same licence plate number.

 

Neo's act allegedly took place while the car was travelling along the Central Expressway.

 

It is not clear if the offences occurred while all three men were in the car together.

 

It is also not clear how the three are related to each other.

 

Both Goh and Neo are out on $5,000 bail and their cases have been adjourned to Feb 4.

 

Goh has been allowed to go to Malaysia for six days starting from Jan 24 and has put up additional $5,000 bail.

 

If convicted of molest, they can each be jailed for up to two years, fined, caned, or given any combination of the three.

As a gay person,  I believe the harsh punishment is necessary.  Even if the victim is a gay person, he does not warrant to be forced molested by someone he didn't like.    I have been there before and I hated it when people tried to force their flirting on me and became very touchy.  I have my preference and my taste for certain person, but if that person is not my type of guy, I wouldn't want him to find opportunity to molest me.  I hope the two guys send to jail and get canned for a good measure and return my dignity.

Maybe they wanted a 3some but then the "victim" decided to opt out but during the trip the other guys continued touching him.

Or it could have been for the (straight) victim having initially wanted to try some gay fun but then changed his mind... but the offenders did not get the message...  

 

I think the newspaper would have stated if the victim was a private hire car driver.

So many info r not clear yet so much speculation are going on.

 

So far I only concur with the above post i .e.  the victim had back out with the arrangement last minute. I doubt any1in the right frame of mind will molest a commercial driver.
