Recalcitrant paedophile sentenced to 7 years’ preventive detention for molesting two boys on a bus

SINGAPORE – A paedophile was back at it again when he stroked two boys on the thigh on separate occasions earlier this year, just over a year after he had been released from prison for a similar offence.

 

On Thursday (Dec 26), Seyad Sulaiman Maideen Pillai, 53, was sentenced in the State Courts to seven years’ preventive detention, which was backdated to June 15.

Prevention detention is a separate regime from regular sentencing, and applies to recalcitrant offenders. The sentence can range from seven to 20 years, and offenders must serve the full sentence in prison with no reduction for good behaviour.

 

Last month, Seyad pleaded guilty to two counts of outrage of modesty, with one other count of a similar nature taken into consideration for the sentencing.

 

The names and ages of his victims cannot be revealed due to a gag order by the court to protect their identities.

 

WHAT HAPPENED

According to court documents, Seyad was aboard bus service 105 around late May when one of the victims boarded the bus alone at around 7.30am.

 

The former cleaner beckoned for the boy, who was heading to school, to sit next to him by patting the empty seat beside him.

 

When the boy sat next to him, Seyad gave him S$2, which the boy accepted, as “he did not want to appear rude”.
 

Seyad then proceeded to rub the boy’s thigh and placed his arms around the victim’s shoulders.

 

The documents stated that the boy did not push Seyad away as he was scared, but he managed to alight the bus about five minutes later when it reached his bus stop.

It was not stated where Seyad and his victim were seated in the bus, or if there were any other passengers who noticed what was happening.

 

Seyad found his second victim on June 11 at around the same time in the morning on the same bus service.

 

While Seyad’s second victim was not alone — he boarded with his younger sister — he chose to sit separately from her. The boy sat at the second last row of the bus, while his sister sat at the front.

 

Seyad, who was sitting in the last row, called out to the boy. The boy went over, thinking that he needed help. 

 

The older man then proceeded to ask the boy: “Where is my friend?” — a reference to the first victim. The boy replied that he did not know what Seyad was talking about.

He then asked the boy: “Do you love me?” The boy replied no.

 

Seyad then proceeded to stroke the boy’s thigh, which forced the victim to push his hands away. As the boy stood up to leave, Seyad started touching his lower back and shoulders.

The second victim’s mother filed a police report later that day, and he was accompanied by his father to school, for his safety, on subsequent mornings.

 

On June 14, the second victim and his father spotted Seyad on bus service 105. The victim’s father called the police, and they kept an eye on Seyad until he disembarked at Far East Plaza where they lost sight of him.

 

The police were able to track down and arrest Seyad.

 

‘GIVEN PLENTY OF CHANCES TO REFORM’

On Thursday, Deputy Public Prosecutor Dwayne Lum told the court that according to Seyad’s preventive detention report, he is at a “high risk of criminal reoffending”.

 

Previous media reports on this case stated that Seyad’s previous offences dated back to 1986.

 

In July 1986, he was reportedly fined S$500 for molesting a 10-year-old girl, while in August 1995, he was jailed six months and caned three strokes for molesting a 10-year-old boy.

In 1999, Seyad was sentenced to five years' corrective training and six strokes of the cane, while in 2012, he underwent corrective training for six years.

 

The last two offences were for also for sexual crimes against minors.

 

Despite being incarcerated previously, Mr Lum said that Seyad’s mild intellectual disability meant that he was unable to apply what he learnt in jail when he was released.

 

“Protection of the public is paramount in this case,” said Mr Lum. “He was given plenty of opportunities to reform and learn, but he has persisted in reoffending.”

 

Seyad’s defence counsel Diana Ngiam did not dispute what Mr Lum said.

 

“It is clear the accused, on his own, is unable to articulate or formulate solutions to the problems he has,” said Ms Ngiam.

 

She suggested that what would be required for her client is supervision, and knowing what help is available for him after his release from prison.

 

“Let's see what we can do to help this accused person post release,” said Ms Ngiam. “Spending more time in prison is, in my humble submission, not going to help the accused much.”

10 years’ preventive detention for recalcitrant sex offender who assaulted friend’s son

SINGAPORE — A 57-year-old paedophile who has spent a large part of his life behind bars was once more sentenced to 10 years’ preventive detention on Wednesday (March 13).

This time, it was for sexually penetrating an eight-year-old boy.

 

Sanusi Ahmad committed the crime less than a year after being released from jail for molesting and threatening a 29-year-old woman with a knife in 2013.

Preventive detention is a severe punishment that is only imposed when the High Court is satisfied that a recalcitrant offender should be locked away so as to protect the public from him.

 

In sentencing him, High Court Judge See Kee Oon referred to a report assessing Sanusi’s suitability for such a punishment. It said that there was a 30 per cent probability that Sanusi would reoffend within two years of release.

 

The report also stated that his specific risk of “violent reoffending” was in the “moderate” range.

 

Justice See said: “I am of the view that a substantial term of (preventive detention) is not unwarranted or disproportionate.”

 

A psychiatrist’s report described Sanusi’s latest victim, the son of a single mother who was friends with Sanusi, as a shy boy who speaks with a stutter and has learning difficulties.

 

He cannot be named due to a gag order.

 

The mother worked as a cleaner and depended on social welfare. They lived in a rental flat with another woman and her son, who was the same age as the victim.

 

Sanusi would occasionally visit the flat. On the day of the assault in June 2016, Sanusi turned up unannounced, while the women were sleeping in the living room and the boys were playing in the bedroom.

 

He performed a sexual act on the victim while the other boy was absorbed in a mobile game.

 

It was not until the victim shouted, “Abang, help me, help me”, that the second boy looked up and was shocked to see what was going on.

 

He told Sanusi to stop, but only received a menacing stare from the man who then asked him to sit on the bed as well.

 

The boy tried to pull his friend away, but failed as Sanusi physically blocked him.

 

The witness then watched helplessly as Sanusi performed oral sex on the victim, who was begging him to stop.

 

After Sanusi was done, he asked the boys to touch him, but they refused. Before he left that day, he gave the witness S$10.

 

The matter was not known until a few days later when the victim’s mother noticed that Sanusi kept looking for opportunities to be close to her son who, in turn, was avoiding Sanusi.

 

The victim then told his mother that Sanusi had touched him inappropriately.

 

During Wednesday’s sentencing, five other charges — besides one charge of sexual penetration of a minor — were taken into consideration.

 

Two of these charges pertained to him showing a pornographic video to the boys.

Paedophile sexually abused 5 children in S’pore, 39 others in South-east Asia, Australia

SINGAPORE — A man who was based in Singapore sexually abused 44 children in the region, including five who lived here, over almost two decades, documents seen by TODAY revealed.

 

Boris Kunsevitsky, 53, was employed as a clinical director at local medical company Esthemedica.

 

While living here, the Australian groomed children from across four countries while travelling across South-east Asia on alleged work trips.

 

Kunsevitsky filmed the acts and distributed photographs and videos of the sexual abuse, which depicted children engaged in sexual activity with each other on his instructions, or Kunsevitsky himself abusing them.

 

Over the course of two days earlier this week, Kunsevitsky pleaded guilty in the Supreme Court of Victoria in Melbourne, Australia to 59 offences.

 

These included maintaining a sexual relationship with a child, 13 counts of engaging in sexual intercourse with a child outside Australia, five counts of inducing a child to engage in sex with a child in the offender’s presence, and importing child pornography material.

 

Of the 44 victims:

 

36 were aged between 10 and 15 at the time of the offences.

 

Eight were aged between 16 and 17.

 

Five of them suffered from “persistent sexual abuse”, between June 2010 and June 2011 and again between February 2013 and June 2013. Each charge of persistent sexual abuse involved at least three separate instances, and on some occasions, up to 10 instances.

 

One was a Melbourne teenager, now aged about 28 years old, whom Kunsevitsky groomed and abused in 2004 and 2005. Kunsevitsky produced 55 child exploitation images of the teen, whom he admitted to maintaining a sexual relationship with. They had met on a teen chat website, where Kunsevitsky pretended to be 19 years old. The victim said the abuse left him confused and isolated from those close to him. He reportedly turned to drugs and tried to take his own life while he was in his teens, and later lost his marriage.

 

Kunsevitsky had migrated to Australia with his family from Russia when he was 12 years old, before moving to Singapore in the early 2000s.

 

Australian police began investigating him in 2016 and charged him on May 26, 2017 when he was overseas.

 

He was arrested on Sept 4, 2017 on a visit to Melbourne, during which the police found five electronic devices on him.

 

They held more than 35,000 images and more than 4,800 videos, depicting child exploitation.

 

The footage, which dated back to 2001, had been distributed and one was later detected by German police, Australian federal prosecutor Krista Breckweg told the court during Kunsevitsky’s plea hearing.

 

Kunsevitsky was diagnosed with a paedophilic disorder after his arrest. He is set to be sentenced at a later date, and was remanded into custody.

 

 


Singapore beauty firm confirms it employed Australian paedophile, revelation of crimes a ‘big shock’

SINGAPORE — Local aesthetics and beauty supplement company Esthemedica confirmed on Wednesday (May 22) it employed Australian paedophile Boris Kunsevitsky but admitted it did not know of his "appalling" acts until news of his crimes emerged this week.

 

The company last spoke to Kunsevitsky, 52, as recently as last Friday for business matters, according to Esthemedica's marketing manager Hoong Cheong Hon.

 

Speaking to CNA during a phone interview on Wednesday, Mr Hoong confirmed Kunsevitsky joined the company in 2014 and that it was his last place of employment before he left for Australia in July 2017 in a "quite abrupt" fashion.

 

"He told us he had to leave for medical reasons," the manager said.

 

As far as he knows, the Australian has not been back to Singapore since, Mr Hoong added.

 

The marketing manager's timeline corroborated the information the Australian had posted on LinkedIn, where he stated he was Esthemedica’s international business and clinical development director from November 2014 until the present day.

 

He was reported to have groomed children from across four countries, including Singapore, and took photographs and videos of himself performing sex acts with them.

The court also heard that he travelled across Southeast Asia on supposed work trips, but these were used instead for "sex tourism".

 

Kunsevitsky had managed to conceal his crimes from Esthemedica, which continued to retain the Australian on a "part-time, need-to-call" basis, given his technical knowledge of some of the beauty equipment the company sold.

 

Mr Hoong shared that the last time they spoke with Kunsevitsky was last Friday, and they were "talking normally" over some business issues that had cropped up.

 

He added that they were consulting with him over which markets to expand to, as well as other business plans.

 

"(We were) still thinking he’s a technical resource (we can rely on)," the marketing manager said, adding that the company’s plans "have to be held back" as it looks for a technical adviser.

 

On a personal level, he said the company was "still trying to grapple with the revelation" of Kunsevitsky’s crimes.

 

Mr Hoong, who has never met the Australian in person, said people would not have been able to tell Kunsevitsky's background during day-to-day interactions as their relationships were "strictly professional".

 

"(His crimes) come as a big shock, and the company is disappointed," Mr Hoong said.

 

"We didn’t expect him to commit such appalling acts against children, or anyone for that matter."

 

The court was showed videos and images of Kunsevitsky either engaged in sex with boys or instructing them to perform demeaning sex acts.

 

One victim, now in his 20s, told the court the abuse had left him confused and isolated from those close to him, and he had turned to drugs, tried to take his own life and lost his marriage.

 

Kunsevitsky was diagnosed with a paedophiliac disorder after his arrest.

 

He was remanded in custody and is set to be sentenced at a later date.

S’pore-based Australian paedophile filmed himself sexually abusing dozens of children: Report

MELBOURNE — An Australian man who was based in Singapore pleaded guilty in a Melbourne court on Tuesday (May 21) to sexually abusing dozens of children over a period of 16 years, filming the acts and distributing the pictures and videos.

 

Boris Kunsevitsky, 52, groomed children from across four countries, including Singapore, and took photographs and videos of himself performing sex acts with them, The Age newspaper reported.

 

Police found more than 3,300 images and videos on a laptop and two hard drives that showed him abusing or sexually exploiting 47 boys. Most were teenagers, although some were 12 and others possibly younger.

 

He also distributed the images of the depraved acts, while downloading another 37,000 images and videos showing other children being abused.

 

Kunsevitsky pleaded guilty in the Supreme Court of Victoria to maintaining a sexual relationship with a child, 25 counts of engaging in sexual intercourse with a child outside Australia, 12 of inducing a child to engage in sex with a child, child pornography charges and other offences.

 

The court was told he had migrated to Australia with his family from Russia when he was 12 years old and he moved to Singapore in the early 2000s.

 

The Singapore Police Force (SPF) said it was in touch with Australian authorities regarding the matter.

 

"When required, SPF will act and render the necessary assistance within the ambit of our laws and international obligations," the force said in a statement.

 

ABUSED CHILDREN ACROSS FOUR COUNTRIES

The court heard that Kunsevitsky had travelled through South-east Asia on supposed work trips, but those trips were used instead for “sex tourism”.

 

Prosecutor Krista Breckweg said the videos and images showed Kunsevitsky had either engaged in sex with boys or instructed them to perform demeaning sex acts.

 

Australian police had been investigating him since 2016, the Age reported, and searched his phone in 2017 when he visited Australia from Singapore.

 

They found child exploitation material on the phone and police had his possessions shipped over to Australia.

 

It was in the laptop and two hard drives that investigators discovered video footage and thousands of pictures showing Kunsevitsky abusing or sexually exploiting 47 boys across four countries.

 

They include children in Australia, the Philippines, Singapore and one in Indonesia, the Age reported.

 

The footage, which dated back to 2001, had been distributed and one was later detected by German police, Ms Breckweg is quoted as saying.

 

One victim, now in his 20s, told the court he was groomed by Kunsevitsky and the abuse left him confused and isolated from those close to him. He reportedly turned to drugs and tried to take his own life while he was in his teens, and later lost his marriage.

 

EXTREMELY SERIOUS OFFENDING

Kunsevitsky’s defence lawyer said the man had endured an abusive childhood and had been bullied in school in his native Russia. The lawyer added that Kunsevitsky disputed some of the allegations, such as the seriousness of the sexual activity against the Melbourne boy and the ages of the others.

 

But Ms Breckweg said the man’s claims showed he lacked remorse, calling the offences against the Melbourne boy “depraved and despicable”.

 

“Clearly, this is extremely serious offending,” she is quoted as saying by the Age.

 

The 52-year-old, who was diagnosed with a paedophiliac disorder after his arrest, was remanded in custody and is set to be sentenced at a later date. CNA

Man jailed for molesting underage boys on buses, admits touching other boys in school uniform

SINGAPORE: A 28-year-old man who was nabbed for molesting two boys was sentenced to 14 weeks' jail on Monday (Jun 1) after admitting to touching other boys in school uniform on multiple other occasions.

 

Machiyoshi Lim Dao Jian pleaded guilty to one charge of using criminal force on a 14-year-old boy to outrage his modesty, with a second charge of molesting a 15-year-old boy taken into consideration.

 

The court heard that Lim and the younger boy, a student in school uniform, boarded bus 976 in Teck Whye on the afternoon of Mar 16 this year.

The bus was not crowded and the 14-year-old boy sat in the last row, said Deputy Public Prosecutor Derek Ee.

Lim saw the boy sitting behind and sat on the seat beside him, before placing his hand on the victim's seat.

He began molesting the boy by touching his buttocks. The teen said "excuse me" and moved his right leg away from Lim.

 

However, Lim molested the boy again a few minutes later, placing his hand on the chair so that the boy sat on top of it.

Feeling something under his buttock, the boy turned around and saw Lim's hand under it. Feeling disgusted, he said "excuse me" again, stood up and went to the bus captain and told him that Lim had molested him.

 

The 37-year-old bus captain Hao Junling immediately locked the bus down and called the police, saying: "One pax complained of molest. The bus locked down already."

Lim tried to alight the bus but was not allowed to do so, until the police arrived.

 

He later admitted to touching the victim's buttock for five to seven minutes, and said he "began having the inclination to touch young boys on public buses since October 2019".

 

NOT THE FIRST TIME MOLESTING BOYS ON BUSES

 

"He stated that this was not the first time he had touched boys inside a bus, and that he usually touched boys who were in their school uniform shorts or Physical Education shorts," said the prosecutor.

 

He did this by sitting beside them on public buses and touching their thighs, and is unable to remember the number of times he did so, the court heard.

His second charge which was taken into consideration involves molesting a 15-year-old boy on bus 187 on the morning of Mar 11.

 

Lim was assessed at the Institute of Mental Health between Mar 27 and May 21, with a consultant finding that he was not suffering from any psychotic disorder and was not of unsound mind when he committed the offences.

However, the consultant Dr Lee Kim Huat Jason said that Lim's case could be described as featuring a maladaptive coping mechanism to deal with emotional stress and social isolation.

 

Dr Lee noted that paraphilic disorders should remain on the list of differential or possible diagnoses, given Lim's modus operandi such as his targeted approach and victim selection.

 

The prosecutor asked for at least 14 weeks' jail, noting that there was "continuous touching" and a second victim.

 

"The modus operandi in this case shows that the accused has a targeted approach and specifically chooses his victims," said Mr Ee.

Defence lawyer James Ow Yong asked for three months' jail instead, saying that his client "is labouring under significant social stress and social isolation".

 

"He is not saying there is a mental condition present," said the lawyer, adding that Lim is committed to following up with IMH's recommended treatment.

For using criminal force on a person to outrage his modesty, Lim could have been jailed for up to two years, fined, caned, or given any combination of these punishments.

In 2001, an article entitled “Understanding Homosexual Servicemen—A Case Study” appeared in Counsel-Link, the quarterly publication of the SAF Counselling Centre (SCC). It was written by Lily Wong-Ip, who was, at that time, Head of Research and Training Branch at SCC.  

 

The article describes her experience counselling N, a 22-year-old “Chinese homosexual serving his National Service as a clerk in an army camp”. N was referred for counselling through his medical officer for help in “deal[ing] with interpersonal problems in camp as a result of his effeminate behaviour”. 

 

Lily and N established a “warm and amicable” client-therapist relationship. She writes, “I found N positive and motivated towards counselling.” These sessions, however, seemed to trouble Lily: 

“I had wanted very much for N to choose a ‘straight’ life … I was saddened when he chose to remain as a gay after we had explored the challenges he would face as a homosexual. In fact, as the counselling relationship strengthened, I encouraged N to attend a programme for homosexuals, run for the purpose of helping gays change their sexual orientation to one that is ‘straight’. 

“I also felt hypocritical when I assured N my acceptance and respect for him, regardless of his decision on whether he would remain gay, when my desire was for him to make a different decision.”

 

Despite this problematic perspective, Lily ends her article on a positive note. 

“I am grateful to N who gave me the privilege to enter into his world of homosexuality,” Lily concludes. “I have learnt much about the homosexual subculture and it had challenged me to review my own worldviews and stereotypes.”

Accounts of Singaporean men coming out in the army, whether to their medical officer, or informally to their bunkmates, are rare. 

Correction: local forums are rife with speculation and anonymous—hence unverifiable—tales. They range from the closeted pre-enlistee worried about being bullied in the army, to gay men sharing their experiences declaring 302 (the official medical code the SAF uses to classify gay men), to car fanatics who are “scared kena touched in the dark” by their gay bunkmates. 

 

Properly documented reports of what happens when you declare 302, however, are few and far between. The most reliable and oft cited belongs to Lim Chi-Sharn, who meticulously detailed the process of coming out as gay to his medical officer because he, too, was frustrated by “[sketchy] word-of-mouth … information available online” and “wanted to partially fill this lack of publicly available information by documenting [his] own experience”. 

 

Originally published on Fridae in 2002, his account is lengthy and worth reading in full. For those short on time, some things that stood out to me:

1. Chi-Sharn’s “officer cadet training … [was] terminated” after he disclosed his homosexuality;

2. Homosexuality is listed as an example of a “social problem” in the medical declaration form (though, in a later version that I found, the phrase seems to have been altered to “social issue”);

3. Capt. Tan, the interviewing doctor, asked Chi-Sharn, “Are you the man or woman?”;

4. “Capt. Tan mentioned that ‘sensitive’ areas [in the military] are probably out-of-the-question” to gay servicemen;

5. Capt. Tan told Chi-Sharn that the SAF does not consider homosexuality a mental illness. However, Capt. Tan also acknowledged that the SAF’s “‘Directory of Diseases” contains entries on homosexuality and transsexuality. 

 

Lily’s article may provide some insight into why, in his interrogation of Chi-Sharn, Capt. Tan took this line of questioning. In an attempt to understand N, her client, better, Lily constructed a model of the potential problems gay servicemen may face. 

The military presents a challenging environment for them, Lily writes—completely without irony—because:

■ It is assumed that gays would threaten discipline and morale

Seen in this light, the interview by Capt. Tan was designed to assess if Chi-Sharn would pose a problem to the armed forces in these ways, and, if assessed to do so, what vocation would suitably sequester him away from his fellow servicemen. 

 

Granted, these pronouncements are by one woman and do not necessarily reflect the motivations underpinning SAF’s treatment of homosexual men. But we must remember that Lily was the Head of Research and Training Branch at SCC, and was writing for a publication affiliated to the SAF. Therefore, it is hard not to understand her article within the larger context of institutional policies regarding homosexuality in the military. 

 

It is, however, almost too easy to demolish each assumption or belief. All three points are categorically disproven by multiple militaries around the world, such as Israel, Canada, and Australia, which have abolished discriminatory policies towards queer soldiers without compromising military effectiveness. In fact, “British military officials saw an unexpected benefit of allowing gays to serve openly—better retention of qualified soldiers and sailors in key positions.” 

 

Moreover, if eroticism in the army were truly disastrous to its capabilities, then it logically follows that all women should be banned from serving. Yet the SAF constantly attempts to attract women to a military career and celebrate its female soldiers, which is a glaring contradiction to its fear of “erotic contact” in the army. (Just to be clear, I am all for equality in the army, whether it’s gender or sexuality.)

 

Equal treatment also removes any need for queer people to stay in the closet while serving the military. The freedom to live openly, in turn, prevents them from being susceptible to blackmail: blackmail loses its power when its victims have nothing to hide. 

 

Discriminatory policies based on a fear that “gays are subject to blackmail in the military context”, therefore, create an absurd Catch-22 situation. Soldiers in such armies keep their sexuality a secret because of institutional discrimination motivated by the fact that these soldiers have a secret … It is a circular (il)logic that characterises the contradictions gay servicemen experience while serving NS.

Both Chi-Sharn’s account and Lily’s article were published almost 20 years ago. The treatment of gay men in the army may—should—have changed since then. 

In fact, Lily’s article, “Understanding Homosexual Servicemen — A Case Study” can be accessed only through a snapshot of the page taken by the Internet Archive. It is no longer available at its original URL, which may suggest that the SAF is now more enlightened in its policies regarding gay servicemen and no longer endorses or subscribes to outdated views about sexuality.

On a peer level, it certainly seems so. Four years ago, Kennede Sng, a second-year university student, came out to his medical officer (MO) during Basic Military Training (BMT) because he was having issues adjusting to military life. 

 

 “My bunkmates were making jokes like, ‘Do you think there are any gay guys in our bunk? Are they going to rape us at night?’ And my sergeants would say, ‘Run faster! Stop being such an Ah Gua!’

 

“It felt very tiring … to have to wear a mask. I was already very out, and it felt like I had to step into the closet again … There was [also] a lot of built-up resentment because the first day, [the commanders] try to motivate us by saying things like, ‘Picture your house with your wife and your kids’.” 

 

Expecting the casual homophobia and heteronormativity to persist in the medical centre, Kennede was thus surprised to find the MO being “very chill about it”.

“The MO … told me, ‘I don’t want you to think it’s a mental health problem. I also want to know exactly why this is causing you any problems that you have now,’” Kennede recalls. “I really appreciated that.”

Kennede’s superiors were as understanding. On his first day at Selarang Camp, Kennede’s platoon commander (PC) assured him: “I read your file. I know why you dropped out of BMT … If anybody is giving you shit for it or anybody teases you for it, you can let me know.” 

 

With the support of his PC, Kennede eventually felt comfortable enough to come out to his fellow clerks, who took the news in their stride. Most of them had never met a gay person; their main reaction was fiery curiosity about all manner of gay things. At the same time, they were careful enough not to offend Kennede by bombarding him with potentially sensitive questions. But Kennede opened the floodgates to them.

 

“I told them I’m very sex positive. They can ask me about whatever,” he laughs.

 

Encouraged by his experiences in Selarang camp, Kennede decided to come out soon after when he underwent BMT a second time. Now that his section was consciously aware of the presence of a gay person in their presence, no one cracked a single homophobic joke.

Prashant Somosundram, the general manager of The Projector, came out 16 years ago when he returned to Singapore after his undergraduate studies to serve as a regular in the Republic of Singapore Air Force. Like Kennede, his peers and superiors were supportive of him and his decision.

 

“I had a core group of friends in the service who were fully aware … and [provided] a support system at a peer level,” Prashant tells me. 

“I came out to my CO and DYCO by email … They know me quite well and were quite positive about it. They were keen … for me to continue working there. At that level, it wasn’t an issue.”

What was an issue, however, was Prashant’s security clearance. Prashant served in a “classified oprational unit”, in his words, and thus had to go through Category 1 security clearance. As part of the process, it was mandatory to answer a questionnaire designed to “weed out people who visit prostitutes, who are financially indebted, or are gay,” according to Prashant. 

“Because these three, they believe, would subject you to blackmail, and therefore trade national secrets to the enemies,” Prashant speculates, correctly alighting on Lily’s (fallacious) belief that “gays are subject to blackmail in the military context”.

 

After he declared he was gay in the questionnaire, the Military Security Department (MSD) put Prashant through two full-day, one-to-one interviews in a windowless room. 

“It was a very long interrogation process,” Prashant recollects. “Right down to intimate details about your life, who you hooked up with, all these. And then there’s a polygraph test after that to see if I had compromised security while I was away [for my overseas studies]. 

“The process with the interviews was quite painful. You’re dealing with people who are not familiar with what queer lives are … The burden was on you to try and explain what your lifestyle was. 

 

“Some of the questions were, ‘Do lesbians become lesbians because they have very bad experiences with guys? Do you think you’ll get HIV?’”

In the end, Prashant obtained his Category 1 clearance. When he finished his 3-year stint in his operational unit and was up for his staff tour, however, his homosexuality became a thorny point for MSD.

“When I applied for the renewal …  I didn’t get the clearance. It’s supposed to be an automatic renewal. But, yeah,” he laughs helplessly. “I kept chasing MSD, but they wouldn’t commit to anything. They basically just said, ‘your new job doesn’t require cat 1 clearance.’ Which wasn’t the case. 

 

 “MSD [also] gave directions I shouldn’t [come out] to anybody during my staff tour. They said it would compromise my position then. 

“And even though my staff tour bosses were putting me up for promotions, at some level higher up, it wasn’t happening anymore. I was getting letters that said ‘You’re not meeting your promotional requirement’. But my bosses don’t know why, because I’m performing well at the staff tour … it was always trying to negotiate this space and trying to pretend you don’t know the reason.” 

 

Prashant’s inability to obtain Category 1 security clearance after he came out, unfortunately, does not seem an isolated case. The 2014 book Mobilizing Gay Singapore: Rights and Resistance in an Authoritarian State by NUS law professor Lynette J. Chua describes a similar scenario: 

One activist, Robbie, was a career officer but not a government scholar. After having kept quiet on previous checks, he decided to disclose that he was gay during a routine security clearance. He was ordered to write down the names of places he frequented socially and people he knew. Subsequently, he was blocked from the highest level of security clearance, which he had obtained before; however, Robbie is uncertain whether that was due to his coming out or due to the fact that he had already told his superiors that he did not intend to renew his contract.  

The near identical nature of Prashant’s and Robbie’s experiences suggests that such policies regarding homosexual servicemen are widespread, even institutional. Kennede, too, says he knows of officers who were decommissioned for being gay (though I could not verify this information independently).

Under the “SAF’s ‘Directory of Diseases’”, as Chi-Sharn puts it, any gay serviceman will be classified under Category 302. The code derives from ICD-9 (the 9th edition of the International Classification of Diseases published by the World Health Organization), in which 302 is code for “Sexual deviations and disorders”. ICD-10, published in 1992, removes code 302 entirely, signaling that it is now understood that sexuality exists on a spectrum and should not be pathologised.  

 

The SAF’s internal “Directory of Disease”, however, still retains its ICD-9 roots, 28 years after the publication of ICD-10. Egregious as that sounds, such medical anachronism in the military is slightly more pardonable when we realise how enormous an undertaking such a migration entails. For instance, as Singapore LGBT Encyclopaedia notes, Singapore’s hospitals only adopted ICD-10 in 2012; it even had to enlist help from the University of Sydney to ensure a smooth transition in what was essentially a complete revamping of its systems and processes. 

 

In other words, it may be possible that these ostensibly discriminatory practices are not motivated by homophobia or malice, but bureaucratic inefficiency that prevent policies from keeping up with the pace of change in the real world. 

Prashant’s reflection of his times as a regular serviceman seems to attest to this. “My challenges were more at a bureaucratic level, where there are arcane policies that they haven’t changed, or where they don’t know how to deal with somebody who’s out.

 

“People were generally quite supportive and open. And it wasn’t a threatening environment,” he concludes.

Kennede agrees: “In that environment, there was no maliciousness at all.”

 

That said, both Prashant and Kennede acknowledge that they may possess certain privileges that makes it easier for them to gain acceptance in the army, or otherwise.

Prashant reflects, “We are in positions of privilege, whether it’s education or passing as cishet. [To someone not familiar with queer issues,] we may not be as threatening as a very effeminate person.”

While it appears that attitudes, both medical and fraternal, towards gay men in the armed forces have greatly improved (“We are the generation that grew up with Glee,” Kennede says, by way of explanation), this, in no way, excuses the systemic discrimination that still seems to operate in the background, preventing gay servicemen from working in sensitive positions or rising up the ranks.

 

The SAF’s reluctance to let go of ICD-9 also reminds us that progress, sometimes, has to come from the top. Most people are ready for change; those who are not tend to revise their opinions after interacting with a gay person.

 

But policy-based discrimination legitimises and naturalises hate. It allows hate speech to disguise itself as the defender of an imaginary moral world.

And yet gay soldiers do not choose who to defend. They do not discriminate in their willingness to give up their life for Singapore

Despite this problematic perspective, Lily ends her article on a positive note. “I am grateful to N who gave me the privilege to enter into his world of homosexuality,” Lily concludes. “I have learnt much about the homosexual subculture and it had challenged me to review my own worldviews and stereotypes.”

 

I hope Lily's subsequent years of reviewing her own worldviews and stereotypes have helped her better understand that "N" was not capable of "choosing a straight life" ... and he also did not "choose to remain a gay" ... because those can only be "choices" for bisexuals whose personalities tilt much further towards the straight side of the spectrum than the gay side. A man who is effeminate as she describes N to be really can't "choose a straight life" in any honest sense of the concept. I hope today's counsellors are getting much more well-rounded professional training on such issues before embarking on their careers.

Former secondary school principal admits to molesting boys in his school

SINGAPORE - The principal of a secondary school molested seven teenage boys on separate occasions at his workplace in 2017, a district court heard on Friday (Aug 28).

Both the man and the school cannot be named due to a gag order to protect the boys' identities.

The 48-year-old Singaporean pleaded guilty to three counts of molestation involving three boys. Eight other charges for similar offences, including those linked to the other four boys, will be taken into consideration during sentencing.

The former principal will be sentenced on Oct 6.

In an earlier statement, the Ministry of Education (MOE) said that the man is no longer employed by the ministry as of Jan 1, 2018.

It added: "MOE takes a serious view of staff misconduct and will not hesitate to take disciplinary action against those who fail to adhere to our standards of conduct and discipline, including dismissal from service."

 
 

For each count of molesting a boy below 14 years old, an offender can be jailed for up to five years and fined or caned.

Singapore — The police are investigating an alleged voyeurism incident in a hall of residence at the Nanyang Technological University on Wednesday (Aug 26).

The NTU said in a statement that campus security was alerted to the incident at around 3.45 pm that day. The university and a 20-year-old man are assisting the police with their investigations.

 

The incident allegedly occurred between two males who lived two doors apart.

 

According to soapbox.sg, an independent student-run news organisation, the alleged victim, a third-year student said he was naked in the shower when he heard creaking sounds from his bathroom stall door.

 

The 23-year-old mathematics student said that he looked up and saw a black phone over the door with its camera pointed at him.

He shouted and opened the door, only to see a man running out. He realised from the person’s clothes that he was his neighbour.

 

The victim got dressed and confronted the alleged culprit, who had changed his clothes by then. The latter told him that it was the first time he had committed such an act and asked if they could settle the matter quietly through payment. He said in Mandarin that he was being “playful” and “curious” and insisted he did not manage to take any footage.

 

An NTU spokesperson said: “We are providing all necessary pastoral care and assistance to the students concerned. The university is assisting the police in their investigation.”

 

The NTU statement added that it “takes a very serious view of any criminal conduct” and that any student found guilty will be subject to disciplinary action, which may include suspension or expulsion.

It was mentioned in the media that the younger guy (the one who filmed) is a student from China.

 

For Fab, I notice that when he comments, he sometimes makes reference to other news sources that the BW poster did not mention.

E.g. during the Ivan Lim/GE 2020 saga, when I posted some articles here, he replied and referenced other info which I recognised but had not posted earlier . . .

 

Anyway, I'm sure he had already read elsewhere that the filmer is a China guy.

Two other charges involving Instagram posts of Lim sniffing female undergarments and one count of sending four obscene video clips to another individual were taken into consideration by District Judge Tan Jen Tse.

 

The court heard that Lim, who is currently unemployed, committed his offences last year. He was a Grab driver then.

It was earlier reported that he was arrested on Aug 16 last year, after the posts of him sniffing lingerie started circulating online a day earlier.

 
 

Court documents state that sometime in 2018, Lim came across a black pair of shorts that was hanging on a clothing rack in the vicinity of Choa Chu Kang Street 51.

 

He sexually stimulated himself over the garment before taking photos of it.

 

Lim then placed the shorts back on the clothing rack and left.

 

On Aug 14 last year, he posted the photos of the shorts on his Instagram account with a caption stating his lewd deed and the location where he had committed it.

 

Lim deleted the photos soon after receiving complaints from other Instagram users.

 

In a raid on Aug 16 last year, police found four obscene video clips on his mobile phone.

 

Deputy Public Prosecutor Sean Teh told the court that Lim was found by the Institute of Mental Health (IMH) to have a fetish concerning female clothes, with a preference for female intimate wear.

 

Urging the court to impose a $5,000 fine on Lim, the DPP said that Lim's Instagram post had caused a "significant amount of annoyance" to the public, with 38 police reports being lodged against him on the I-witness online platform.

 

Defence lawyer David Nayar said in mitigation that Lim has been undergoing psychiatric sessions at IMH to address his fetish.

In imposing a $2,400 fine on Lim, District Judge Tan noted that he had been in remand between August and September last year for his case.

 

For his offence of causing public nuisance, he could have been fined up to $1,000.

He could also be jailed up to 12 months and/or fined up to $40,000 for possessing the four obscene films.

Better watch out what you post on social media such as twitter, instagram.

 

There are still plenty of photos or vids on these apps with showing face and during action (from Singapore).

 

Looks like the authorities intend to claw back on all these "lewd" photos and vids on social media and platforms.

 

In other countries the police would not take into account any sexual vids you took from yourself and you keep in your own devices (even if you jerk into female lingerie from someone else).

 

And the judge is a bit funny too. I got to know plenty of guys who have a female garment fetish. ha ha.

Be more careful what you post on these platforms, when there is public access or when you allow public access!

Man linked to Telegram chat group that shared visuals of women in S'pore admits to having hundreds of obscene films

SINGAPORE - A man linked to a chat group that hosted multiple upskirt images pleaded guilty on Friday (Sept 18) to an offence under the Films Act.

 

Justin Lee Han Shi, 20, admitted that he was in possession of more than 400 obscene films last year.

Lee was among four Singaporeans arrested last October in islandwide raids that brought down the SG Nasi Lemak Telegram group chat.

 

When it was still active, the group had about 44,000 members.

 

The platform was allegedly used by the group to share obscene photos and videos of women in Singapore.

 

The other three nabbed by police were Leonard Teo Min Xuan, 27; Liong Tianwei, 38; and a 17-year-old male, who can no longer be named in news reports due to recent amendments to the Children and Young Persons Act.

 

The law now covers those <Banned Words> years old.

 

The cases against these three individuals are still pending.

 

Officers from Ang Mo Kio Police Division had arrested the four for their "suspected involvement in circulating obscene materials and promoting vice activities" through the chat group.

 

In the raid, police seized more than 10 electronic devices, including a central processing unit, a laptop, a hard disk and several mobile phones.

 

The group was reportedly set up about two years ago, with membership numbers spiking as more people became aware of it. The group charged $30 as entry fee.

 

 

Its existence was exposed on Sept 30 last year by a Twitter user who said that she was mentioned in the Telegram chat group.

 

This prompted many other Twitter users to express their disgust at the content being circulated in SG Nasi Lemak.

 

On Friday, the court called for a report to assess Lee's suitability for probation.

 

He will be sentenced on Oct 16.

 

For each charge of being in possession of obscene films, an offender can be jailed for up to six months and fined up to $20,000.

SINGAPORE - A primary school teacher sexually abused multiple male pupils before absconding to Indonesia.

The man, who was the school's head of physical education, remained on the run for 17 years.

During that time, he assumed a new identity and obtained an Indonesian passport under his new name.

He even returned to Singapore several times by using his new travel documents before he was recently caught.

The man, who is now 56 years old, was sentenced on Friday (Sept 25) to 10½ years' jail after pleading guilty to offences including three counts of molestation and an offence under the Immigration Act.

His details and that of the school cannot be revealed due to a gag order.

 
 

Deputy Public Prosecutor Chua Ying-Hong told the court on Friday that the man has paedophilia and has a high risk of reoffending.

Before handing down the sentence, District Judge Salina Ishak said that the man had committed serious offences.

She noted that his case involved "significant abuse of trust" and that the victims were minors.

She also said that his offences were premeditated.

Former teacher jailed for sexually abusing schoolboys, absconding for 17 years

SINGAPORE: A primary school teacher who headed extracurricular clubs sexually abused eight boys in his care and taught them sex acts, forcing them to perform the acts on him.

Before a police report was lodged, the former Head of Department left the country, absconding for 17 years before repeatedly returning under a false identity in what the prosecution called one of the worst cases of immigration offences.

 

The 56-year-old man, who cannot be named due to gag orders on him and the victims, was jailed for 10-and-a-half years on Friday (Sep 25). Of this, six months was in lieu of caning as he is above 50 and cannot be caned.

The judge said there was a significant abuse of trust and authority, with premeditated offences and sexual grooming involved, as well as psychological pressure and emotional blackmail.

The man pleaded guilty to one charge of carnal intercourse against the order of nature, three counts of molestation and one charge under the Immigration Act. Another 19 charges were taken into consideration.

The offences took place between 2001 and 2002, when the man was the Head of Department for a subject that was not named in court documents. He was also the teacher-in-charge of two unidentified clubs carrying out extracurricular activities for school pupils.

Everytime there is a male-on-male sex crime report, it's always "sex acts", "sexually assaulted", and "sexually abused".

 

But if it's a male-on-female sex crime, you will read stuff like, "He squeezed her breasts", "He made her perform oral sex on him", "He pulled down her panties and touched her genitals", "He rubbed her thighs repeatedly", "She felt pain for hours after that", etc.

 

Like, what's the fucking deal?

Eight were victims of sexual violence while five were forced to undergo anal examinations, the rights watchdog said. Transgender woman Malak el-Kashif, 20, said she was arrested and ‘put in a cage-like cell’ after attending a protest in March 2019. She said: ‘I suffered the worst verbal abuse I have ever encountered by police officers and they forbade me from going to the bathroom for two days. They subjected me to a forced anal exam. SINGAPORE - A youth serving his national service with the Singapore Armed Forces used his mobile phone to record another man showering at a military camp.

The 21-year-old Singaporean pleaded guilty on Monday (Nov 16) to one count each of harassment, being in possession of obscene films and using a mobile phone to record video clips of the private parts of unidentified men in various toilets.

Details about the offender, who has completed his NS, and the camp cannot be revealed due to a gag order to protect the victim's identity.

 

The court heard that a 23-year-old full-time national serviceman (NSF) had entered a cubicle to take a shower at the camp on May 15 last year.

The offender, who was in an adjacent cubicle, then placed his mobile phone over the divider.

Deputy Public Prosecutor Thiam Jia Min said: "The victim looked up and noticed the mobile phone of the accused above the divider.

"The victim was alarmed and shouted aloud. The accused then immediately lowered his mobile phone, slammed his cubicle door open, and ran out from the toilet."

Court documents did not state how the offender was nabbed.

The former principal of a secondary school who molested seven teenage boys on separate occasions at his workplace in 2017 was sentenced on Tuesday (Nov 17) to three years and eight months' jail.

He will also receive seven strokes of the cane.

The boys, who were between 13 and 15 years old at the time, were at-risk youths with family problems. They also had disciplinary records both in school and outside.

The 48-year-old Singaporean offender had pleaded guilty in August to three counts of molestation involving three boys.
 

The court earlier heard that the boys were often called to the general office by the school's operation manager, to either serve their detention or be counselled and informed of disciplinary action.

"Upon noticing a student... the accused would call him into his room to speak to the student.

"At times, the accused would also inform the students' teachers of his intention to speak with them and fix a suitable time for them to meet him at his office on the pretext of discussing their disciplinary issues," Deputy Public Prosecutor Mark Yeo had described in earlier proceedings.

The man would molest the boys in his office.
 

Sometime before Aug 20, 2017, the operations manager was talking to one of the victims, then 13 years old, about his disciplinary issues when the accused intervened and said that he would take over.

The then-principal molested the boy after they entered his office.

The DPP said: "(The boy) did not disclose the incident to anyone in its immediate aftermath. Given his disciplinary issues, he felt that no one would believe him if he were to disclose what the accused had done to him."

By using a similar ruse, the man molested a 14-year-old boy in September 2017 and a 13-year-old boy the following month.

In late October that year, the man molested another 14-year-old boy, who told another victim, a 15-year-old student, about his ordeal.

Some of these deluded assholes can never admit to another adult they are into same sex, so they abuse minors on the pretext of love/guildance/punishment/what-have-yous.

 

Meanwhile institutions here continue to perpetuate homophobia by choosing to close one eye to all sorts of societal gay bullying and abuses.
