In some saunas in other countries, the first 1 or 2 condoms are given when you collect your locker key, or like 1-7 where they used to leave 2 pcs in the locker. I have not been to 1-7 for more than 4 years so my info may not be correct.

If patrons need more, the saunas usually have a condom vending machine that sells condoms at a nominal price. Sauna operators here can consider that if they find too much abuse (as some contributors pointed out above).

Whatever the case, it may be morally argued that it is the sauna operator's responsibility to ensure that patrons must have access to condoms, be it complimentary or paid.
