Previously it is the individual person's responsibility to prevent themselves from contracting HIV, STDs or even the common flu. The burden has never been laid upon the sauna other than providing condoms and mouthwash. 
 

With regards to Covid-19. I personally feel it is the sauna’s responsibility to do what they did before they shut down, that is the temperature check and contact tracing records.In addition to hand sanitisers being used at entry point it should also be made available at various areas in the sauna like locker area, TV lounge etc. If they can, also sanitising spray cleaners in every individual cabin so that patrons can DIY sanitise it themselves if the staff is unable to do it before the next user. Cleaning by the staff of the facility also has to be stepped up. Cleaning more frequently than before.  Dark areas like mazes and open sleeping areas also need to have scheduled cleaning timetable, this can be done simply by announcing over the PA system before cleaning commences. This will allow patrons to avoid these areas and allow the staff to close the area for cleaning. 

 

Keybox has never discouraged the use of personal footwear like slippers and this is good. Footwear will help prevent patrons from touching floor surfaces which can have lots of germs. I would never go without rubber slippers even before the pandemic. Up to individual but ought to be encouraged

 

Like slippers, the other things like wearing face masks will have to be observed in all open areas. Patrons can choose to remove face masks only in cabins and wet areas like shower, sauna and steam room.

 

 Jacuzzi will need to limit to maybe 3 patrons at most. 

 

Drinking cups at the lounge should be paper cones or disposable cups. 

 

Social distancing in smoking areas as face masks are removed there.

 

Also limit users to the gym.

As to my knowledge, sauna fall under Spa business and not gym. If Spa can open, then KB can open in phase 2. But I don't think spa business can already open.
