This happened a month ago. About 2pm? I took Bus 179 from NTU. I sat all the way at the back and the bus was prettt choked up. You were standing at the end of the long corridor leading to the cargo lift, wearing a black polo tee, black pants and carrying a black messenger bag. Our eyes met as I walked down the corridor, and I gave you a small nod just before I passed you and went through the doors leading to the security post. A minute later, you pushed opened the door and peered around at me. You asked if I was starting work that day too, and I replied yes. We waited there for a while; you seemed confident that that was the correct place to report to, even though there was no staff there to meet us. You mentioned that you had already called the phone number given to us by the agency but there was no reply. While waiting, we made some small talk. You asked me if I had just finished NS, and when I asked why, you said I had that look. You mentioned you had ORD about 6 months ago. Work-wise, coincidentally we had both trained for the same profession, and you asked me which school I went to. 
Eventually someone saw us standing there and told us we were in the wrong place. We had gone to the wrong cargo lift. A cleaner told us how to get to the correct one. We made it just in time for the first day briefing, where we discovered that we were assigned to different departments. 
So we have not been working with each other as we initially thought we would be. Since that day, we see each other at work but never really have the chance to exchange more than a few words. We work different shifts and have different break times. We’re both busy all day and there are usually other people around so it’s not convenient to say certain things. 
Since the first day when I locked eyes with you I’ve been attracted to you, and I kind of get the vibe that you’re attracted back. At first I thought I’d have the chance to get to know you over lunch break or something, but I realise now that’s not going to happen. So this afternoon (Monday 11/2) I plucked up the courage to ask if you’d be free to meet up after work sometime. But you kind of said no, your shift timings are not fixed, and so on. I didn’t know what to say in reply so left it at that. But after thinking it over, I think it’s possible you didn’t get my hint, or maybe you misunderstood the question, or something. So I’ll try one more time. If a work day isn’t a good time to meet, maybe we could meet up when we’re both off. If you’re interested that is. I don’t know if you’ll even see this, but I’ll try my luck anyway. 
PS. Before I left work today I saw you having a late lunch at the staff area; you brought your own food in a tupperware. You asked me why I wasn’t wearing specs today and I said I can see well enough without them. 
Anyway by now I can spot you from afar. And when we’re close to each other, like this morning when you handed something from my department to me, it’s not just what I see but the electric feeling I sense when our hands briefly touched.

Update: Thanks to all of you who replied with advice and comments. Basically case is closed. A few days after posting here I talked to him again and dropped a few more hints and eventually got his number. Later that day, after work, I messaged him asking him out again. He said he would tell me when he’s free, but since then nothing. A few times I messaged him and tried to make small talk but usually he didn’t reply much. Then one day we actually had the same lunchtime so I asked him to join me but he wanted to watch videos on his phone instead. So basically I conclude he’s actually not interested in me. Maybe it was all just my imagination. But at least I can say I honestly tried everything I could under the circumstances, expressing my interest in him without being a creep. Time to move along.

At about 6pm plus, I boarded the train at Rochor MRT station, and I walked past you as I wanted to go to

an area less crowded in the train and I immediately noticed you staring. When there were seats finally, I sat opposite you.
