But to my understanding these Foreign workers (construction, ship yard etc) don't fall into the Foreign Talent category. This is meant for the degree holders (EP/ S Pass etc) and not the manual workers.

Nowadays, you hardly see many China workers at the construction site or driving public bus.   Where are they?  May be their life is now much better in their own country than working in Singapore.  Nowadays, you probably could only find cute China man working as hawker, in the coffee shop or Hawker center.
