Same thoughts. This guy intentionally “cruise” in the toilet to “catch” people cruising there. Once he gets your attention, he will start confronting you.

Haven't stepped into International Plaza for the past 7 years or so, didn't know the place is cruisy. Today happened to gym at Tanjong Pagar area and went to use the toilet at 1st floor. One mature guy tried to cruise me. I was using the last urinal furthest away from the entrance door. Maybe that gave him a wrong impression:)
