But I can tell you not anymore in many parts of China. There are many aspects in their first tier cities are much advanced then Singapore. You should visit Beijing , Shnaghai , Shenzhen or Guangzhou and see for yourself. Yes, the people there are generally less refined than Singaporeans but they are catching up. From my observations, most are just migrant workers with proper papers and status. This transmigration of rural folks living in "unbearable" conditions is still a major issue - like those living one street behind Novotel Shanghai..sigh... It really takes at least 2 generations to "teach" civic behaviour in China.
